Colas secures €130M contract to modernize Turku E18 ring road
Through its Finnish subsidiary Destia, Colas has been selected for the first phase of modernization of the Turku E18 ring road, in the crossing of Raisio city center. The operation, scheduled for service in July 2030, is being carried out according to an alliance model bringing together several Finnish public and private stakeholders.

The Finnish Transport Infrastructure Agency has selected the alliance composed of Destia, Colas' Finnish subsidiary, and WSP Finland to carry out the first phase of modernization of the Turku E18 ring road, in its crossing of Raisio city center.
The Turku E18 ring road is part of the Scandinavia-Mediterranean corridor of the trans-European transport network (TEN-T). It accommodates up to 31,000 vehicles per day, with a significant share of heavy vehicles linked in particular to the port, logistics and industrial activities of the region.
The operation aims to modernize the crossing of Raisio city center in order to meet mobility needs on this axis, while improving traffic flow, road safety and the urban environment.
A value of approximately €130M and service scheduled for 2030
This operation represents approximately 130 million euros for Destia, which entered the order book in July 2026. Work began in July 2026 and service is scheduled for July 2030.
This first phase follows a development phase won in 2025 by the consortium under a separate contract, valued at €6.2M.
The project is based on an alliance model bringing together the Finnish Transport Infrastructure Agency, the City of Raisio, Fintraffic, Destia (Colas) and WSP Finland, around objectives of performance, quality and risk management.
A 420-meter road tunnel at the heart of the project
This first phase includes in particular the construction, on the E18 ring road (national road 40), of a road tunnel of approximately 420 meters comprising three lanes in each direction, which will pass under the main avenue of the city center.
New connections to the urban road network will also be created to facilitate local travel and better integrate the infrastructure into its environment. Destia, a subsidiary of the Colas group, employs nearly 1,900 employees in Finland.
