Icade Promotion and Tonus Territoires aim for 750 social housing units in three years
The two subsidiaries of the Caisse des Dépôts Group announced on September 24, 2026, at the Union for Social Housing congress, the expansion to national scale of a collaboration undertaken since 2020 in social and intermediate housing.
A target of approximately 250 housing units per year between 2027 and 2029
Icade Promotion and Tonus Territoires have committed to jointly producing approximately 250 housing units per year over the 2027-2029 period, representing a target volume of 750 housing units over three years. This partnership covers social housing (LLS) and intermediate housing (LLI) in France.
The two subsidiaries of the Caisse des Dépôts Group are pursuing two common objectives: to increase production volumes and to cover the entire territory. The announcement was made on September 24, 2026 during the USH congress.
A collaboration initiated in 2020 and extended to the national territory
Icade Promotion and Tonus Territoires have been collaborating since 2020 and have jointly developed approximately 600 housing units, with acceleration since 2023. This momentum has been notably realized in Nantes, where 32 intermediate rental housing units were built by Icade Promotion in the Halvèque-Beaujoire-Haluchère district, with Vilogia Privilège as landlord, as part of the redevelopment of a former industrial site, as well as in Colombes (Hauts-de-Seine), where Tonus Territoires and 1001 Vies Habitat purchased from Icade Promotion, through property subdivision, 42 intermediate rental housing units.
The housing units developed under this new partnership must comply with requirements related to the environmental regulation RE 2028.
Two complementary models within the Caisse des Dépôts
Tonus Territoires, a 100% subsidiary of the Caisse des Dépôts created in 2018, bases its model on property subdivision: it invests in bare ownership in new or refurbished housing, the usufruct being acquired by a social landlord for a period of 17 to 20 years. Since its creation and until June 30, 2026, Tonus Territoires has committed 1.5 billion euros for 8,975 housing units, alongside 67 social landlords and in 43 departments, including 4,504 housing units signed in VEFA for 737 million euros and 2,770 housing units already delivered.
Icade Promotion for its part produces more than 5,000 housing units per year, of which 65% of housing units reserved in 2025 are affordable and inclusive.
