Atos, Open and Thales win two cloud computing contracts from Ugap for four years
The public procurement central body UGAP has selected the consortium formed by Atos, Open and Thales for two of its IT services contracts. The agreement covers cloud environments and infrastructure management for a four-year term.
Two lots awarded to the consortium for four years
Following the consultation procedure, UGAP has selected the services provided by the Atos, Open and Thales consortium for its PEC (services provided in a cloud environment) and EIR (IT and network infrastructure management services) contracts, for a four-year term.
Atos is the lead contractor for the PEC lot and Open for the EIR lot. Thales completes the consortium on security and digital sovereignty aspects. The announcement was released from Paris on September 15, 2026.
A scope covering all public clients
These contracts are intended for ministries, local authorities, public institutions, healthcare establishments, funds and enterprises, as well as all UGAP clients. They cover the entire territory, including overseas regions and collectivities, for IT infrastructure services and services associated with public or private clouds.
The PEC and EIR offers are part of the "cloud-first" strategy, with cloud becoming the default choice for the State's digital projects. The contract includes an opening towards artificial intelligence, in compliance with national security requirements, digital trust and service quality standards.
A high-performance and multicloud contractual framework
According to Franck Chartier, Chief Executive Officer France of Atos, Valérie Benvenuto, Chief Executive Officer of Open, and Hélène Bringer, Chief Executive Officer of Thales Digital Services, the consortium offers UGAP clients "a high-performance and competitive contractual framework, adapted to their cloud transformation challenges, secure infrastructure deployment and cost control".
The consortium highlights its use of a network of partners, including SMEs and mid-market enterprises, in the fields of public and private cloud and artificial intelligence. The approach described is multicloud and includes AIOps as well as consideration of the carbon footprint of the proposed architectures.
