The Reuters investigation documents the concerns of former data annotators and experts questioned about how Tesla presents its safety statistics for autonomous driving (Full Self-Driving, FSD). Some comparisons are reported to rely on questionable methodologies, for example by comparing different categories of accidents or very different car fleets.

This investigation does not resolve the question of the actual safety level of the system but introduces serious doubt regarding the interpretation of the figures highlighted by the manufacturer. For investor-readers, the challenge is to differentiate between three areas: the public statements from Tesla's management, the data published by the company, and the external methodological critiques now documented by a leading media outlet.

This topic is not trivial: Tesla's stock valuation largely incorporates prospects related to autonomous driving and the future robotaxi service. Any challenge to the statistical robustness of the safety narrative therefore impacts one of the pillars of the growth story.

Texas: Controlled Regulatory Opening, Unlike Waymo

Texas has implemented a framework requiring companies to obtain prior authorization for the commercial operation of automated vehicles. Within this framework, Tesla is reported to have registered an initial fleet of 42 Model Y vehicles as automated vehicles, according to available data.

However, there is still a significant gap with already established players: 577 vehicles for Waymo and 317 for AV Ride in the same state. Thus, Tesla is entering a commercial deployment phase on a still limited scale and will need to demonstrate its ability to operate a reliable service on a large scale, under real-world conditions.

Two nuances shape the analysis. On one hand, this approach concerns only the commercial operations of robotaxis, not Tesla vehicles owned by individuals, whose Full Self-Driving (FSD) system remains qualified as « Supervised » with a responsible driver. On the other hand, a Level 4 autonomous vehicle operates within a limited operational domain: specific geographic areas, types of roads, or weather conditions. Autonomy is therefore neither universal nor automatically transferable to the fleet owned by individuals.

Europe: Monitoring Country-Specific Progress

In Europe, Tesla is advancing through a logic of successive national authorizations. Estonia approved the use of FSD after recognizing a Dutch certification, joining the Netherlands and Lithuania. The progress is being made through regulatory recognition between states rather than a uniform green light from the European Union.

The system remains classified as « Supervised": it is an advanced assistance, not unsupervised autonomy comparable to commercial level 4. The driver retains an active role and legal responsibility in case of an incident.

The timeline remains politically sensitive. Road safety organizations, including the ETSC, have questioned the Dutch authority RDW about the provisional approval of the FSD Supervised. National authorities' positions may diverge, especially in large automotive markets where safety requirements are closely monitored. This European regulatory context is part of a broader movement to tighten frameworks applicable to tech players, illustrated by the recently presented technological sovereignty package by Brussels. For investors, the geographical expansion of autonomous driving should not be seen as a linear acquisition but as a trajectory subject to independent validations on a market-by-market basis.
