Icade: 437 urban gateway redevelopment projects identified in France

437 projects identified over more than 8,600 hectares

According to the Barometer published by Icade and SCET HTC Group, 437 commercial urban gateway transformation projects have been identified on metropolitan territory, for a cumulative area of 8,606 hectares. The authors compare this land footprint to nearly 82% of Paris's area and present it as larger than Strasbourg's.

According to the study, more than 7 projects out of 10 are initiated by private actors and one project out of two concerns small urban gateways. The authors indicate that the majority of identified projects are in the study phase, and distinguish four trends: public-private cooperation, mixed-use and sustainability objectives, variability of intervention scales and predominance of upstream phase projects.

8 out of 10 elected officials make it a priority for their term

The survey conducted among new municipal elected officials indicates that nearly 80% of them consider urban gateway redevelopment as a priority for their term. According to the study, 83% of elected officials believe that transforming these sites into mixed-use neighborhoods can constitute a partial response to the housing crisis, of which 46% "fully" agree, and 81% consider that these projects can also meet economic land needs.

This figure extends the first edition, in which 89% of territorial decision-makers surveyed in 2025 deemed it necessary to transform the urban gateways in their territory. The document is accompanied by a vademecum, developed with the Federation of elected officials of local public enterprises, which proposes six operational recommendations for undertaking the transformation of a commercial site into an urban gateway.
