SES and Elveo Expand Partnership for Satellite-Mobile Connectivity in Europe
Luxembourg-based satellite operator SES announced on September 15, 2026 the expansion of its collaboration with Elveo Mobile to accelerate the deployment of direct-to-device connectivity services between satellites and mobile terminals on the European market.
The two partners plan in particular to establish manufacturing capabilities and a supply chain in Europe for the production of dedicated satellites.
Direct Satellite-to-Terminal Mobile Connectivity in Europe
SES and Elveo Mobile have announced the expansion of their collaboration to accelerate the delivery of direct-to-device (D2D) services in Europe. Under this agreement, SES will leverage Elveo's D2D technology to provide mobile roaming capabilities for European consumers, businesses, governments, institutions and defense users.
The targeted services rely on Elveo's spectrum usage rights in the 2 GHz S-band and access to a global market currently covering more than one billion people.
European Manufacturing and Multi-Orbit Architecture
The two companies will collaborate to establish production capabilities and a supply chain in Europe, dedicated to the manufacturing of D2D satellites in low Earth orbit (LEO), using Elveo's proprietary satellite bus, payload and software stack.
These D2D LEO satellites will be part of a multi-orbit architecture combining Elveo's LEO network with SES's geostationary (GEO) and medium Earth orbit (MEO) networks, in order to provide connectivity to European governments and institutions, including NATO.

Adel Al-Saleh, Chief Executive Officer of SES, indicated that the group was preparing to deliver this communications layer in combination with Elveo's direct-to-device services, for the benefit of European commercial and governmental users.
Ramu Potarazu, Chief Executive Officer of Elveo, stated that the two companies were committed to providing D2D connectivity to European customers and establishing the necessary manufacturing capabilities to support them.
