TotalEnergies: preliminary agreement to deliver 900,000 t of LNG per year in China
TotalEnergies announced on November 4, 2026 that it has signed with Jiangsu Guoxin Group, a state-owned enterprise in the Jiangsu province, an agreement covering the delivery of 900,000 tonnes of liquefied natural gas (LNG) per year. Its start date, planned for 2028, remains subject to the finalization of the contracts.
An agreement (HoA) conditional on the finalization of contracts
According to the press release, TotalEnergies has signed with Jiangsu Guoxin Group an agreement referred to as a "HoA". It does not yet constitute a definitive sales contract: it will take effect in 2028, for a period of 15 years, subject to the finalization of the contracts. The counterparty, Jiangsu Guoxin Group, is a state-owned public investment and capital management company placed under the authority of the Jiangsu provincial government. Its activities cover energy, finance and investment in emerging strategic industries, with a portfolio combining wind, solar, hydroelectric, thermal power generation, gas and energy storage.
Volumes intended for the Rudong terminal and the Jiangsu gas network
The cargoes will be delivered to Jiangsu Guoxin Group's new LNG terminal in Rudong. They will be used to supply gas to cities and for flexible electricity generation, in order to meet the peak demand of the province. Jiangsu is the second province in China in terms of GDP and natural gas consumption. Zhang Wenxiang, deputy general manager of Jiangsu Guoxin Group, linked the agreement to the group's mission, "as a provincial public energy company, to ensure energy supply".
A long-term outlet in view of the objective to increase LNG volumes
The agreement adds to TotalEnergies' long-term LNG sales portfolio in China, which the group describes as one of the largest LNG importing countries in the world. TotalEnergies, which presents itself as the world's third-largest player in the sector, sold 44 million tonnes of LNG in 2025. This agreement concerns the sales side, whereas the group's stated ambition concerns the upstream segment: increasing its production and long-term LNG purchases by 50% by 2030. Gregory Joffroy, LNG director, highlighted the group's capacity "to continue delivering LNG to our customers despite the major disruptions experienced this year".
